The USFL has instituted a standard professional football system where players who are cut by a team will be put on waivers for 24 hours. During this period, a player can be claimed by any other team. To start, the order of claiming cut players will be by order of the Draft Lottery:

After the third regular-season game, the League will base waiver priority on inverse league standings. Players clearing waivers with no claim are released, will no longer be under USFL contract, and become free agents. Future roster updates will be announced via the USFL team social media accounts.
The USFL conducted its first-ever Player Draft on February 22-23, drafting 280 players from an eligible pool of more than 750 athletes who signed contracts to play in the new football league. On March 10, the USFL conducted a 10-round Supplemental Draft to select 80 more players from an eligible pool of nearly 600 athletes. Players reported on March 22 to training camps in Birmingham. At the conclusion of training camps, each team will have 45 players, for a League total of 360 players. Beginning April 10 leading up to the opening weekend, each team’s active roster will have 38 players plus a seven-man practice squad, and teams are never allowed to have more than 45 players.
